Give it to every class, even casters, and make it easier to train.
How ridiculous is it that the only way to change targets is to run out of the room and then run back into the room?
If it's seen as "overpowered", nerf target to make it add 2 rounds of lag, and then give the classes that currently have target "improved target" without the extra lag.
Or, you could just reduce the lag on retreat. How is it that given two people in combat, one steps back casual and sits down, the other one franticly flees from combat out of the room and runs back into the room to sit down, but the person who is casually stepping back takes 10 times as long to do it?

You are right about the lack of realism in retreat lag, but it's one of these cases where realism suffers in favor of balance :)

I don't know if there is a point to retreat lag. I suspect it was something that was added to the game at some point because of historical abuse, probably because of thieves/assassins and peace rooms.

Retreat I thought had the
Retreat I thought had the lag for mobs like dragons that breath on entry, so you can't just flee and reenter. I'm not really sure what would be so unbalancing about letting casters stay out of combat with dragons, though. You could battle mem a little, but you can do that already with the lag, it just requires a tick timer.
Thief characters can't retreat/stab because you can't retreat if you are tanking something, unless it is asleep or held. And if it is asleep or held, you can easily just flee and reenter instead of using retreat.

Am I the only one that thinks it's stupid that if a caster gets charmed and casts area on the group everyone is stuck hitting him unless they flee and reenter?

The charm thing is certainly
The charm thing is certainly frustrating, but it is largely retreatable even if it costs some lag, and I can understand why retreat lag is built into the system, and the obvious reasons why lagless flee is balanced with laggy retreat.
How about instead of a blanket reduction in retreat lag, maybe give certain classes who could use the ability, and might stand a bit of a boost in the balancing department, some sort of disengage skill that would basically be a lagless retreat, perhaps with the same penalties as fade without argument.
Maybe as an added ability, you could disengage yourself even when tanking (sort of like if you fail a target now), which gets you out of combat until the next round, giving a very brief opportunity for rescue via kick/aggro, or for your opponent to be stabbed.
