I've been rolling clerics for the past two weeks now and finally ended up with one that has a 20 constitution. Now it's first two gains hp gains were in the very bottom teens. Thinking this was
a fluke, I continued leveling and ended up with another 12 and an 11.
Despite whatever one might say about a certain hidden gain affecting stat, I don't think that it should offset a 20 CON by this much. I've had utilized the other two dwarven races while I rolled
and had 13/14/15s consistantly with 15-18 CON. I think this deserves looking into, as it'd be a shame to dump such a spectacular roll because it's affected by an invisible stat.

Has there ever been any thoughts towards normalizing the random gains?
I'm not saying make static hp gains, but make the "random" gains only random in the order they occur.
For example make every 17 con monk gain hp 7 times, 8 hp 8 times, 9hp 7 times, and 10 hp 7 times while leveling from 1 to 30. It would still be random in that 1 monk might gain 7 hp for levels 2-5 while another might gain 10, but in the end the hp would be the same.

I disagree with this
I disagree with this completely. One of the things that makes some characters more elite is that they have more hp than a counterpart. Some people even reroll after getting to level 30 because their character doesn't have enough hp. This is an important part of the game and should not be changed.

I think what he meant was the health stat. Dunno if it's still in game or not cause i've just come back after 2 years, but i seem to remember a few people telling me that health does affect hp gains per lvl alongside con.

I dont know if I entirely agree with this last part. While it certainly adds some diversity to characters beyond fickle rolling, I wonder how most people feel about the random gains aspect of it. After all, it wasn't really a part of the game just, what, two wipes ago, before the last two hp tweaks, when there was already randomness in the rolling, but with a small enough variance that by 30, it was incredibly unlikely that you'd end up more than +- 10 from your expected max.
I agree that there should be more push to make one level 30, perfectly rolled human DK different from another. I think the current rolling system helps with that a lot, by tossing out a lot of good rolls, while being incredibly stingy with elite ones, especially for the hybrid-ish classes. I'm just not sure that having up to half the players hit level 30 feeling noticeably below average (and possibly going back to reroll and relevel) is a needed solution.
I'm not saying it should be changed back, nor am I particularly supportive of the way things are, but I think calling it an important part of the game might be giving it too much significance. Then again, turning the leveling to 30 process into one big Phase II of the rolling process sure does have a big impact on the game, so maybe I'm mistaken.
