Mechanics of the relearn system

I'll try to be as general as possible so as to not give away game info, but I had some questions about how the relearn system works. My understanding from the initial posts when the system was introduced was that a) relearns would wipe failures for a specific spell circle b) that circle would be "appropriate to" the spells loading there. For mages and now druids, I figured this meant that relearns loading where a circle N spell loads works for circle N.
Then Davin loses a really useful, really basic spell at 30 that I've had since level 23 or so (people who zone with me know which this is), so I decided to roll another druid and spam tablet loads to test how the relearns work, make sure they work they way they did. So I popped one from a location that loads a circle N spell, failed all the guild spells (which i had neglected to learn at all) I could, burned to relearn, then checked to see what spells I could try to relearn-I was surprised to see it wouldnt let me try at all.

So my question, assuming I didnt miss some detail is-
A) does relearn only burn off one spell failure, and you "choose" which to relearn by studying that book/tablet? and if so, what happens if you lose a guild spell, like fly, through some horrible confluence of events?
B) do they actually load in some slightly random system?

I believe the relearns for a spell load in the exact same location the spell does . . . although i'm not sure it's totally accurate . . .

As for guild spells, I don't know if there are relearns available for the guild spells.
