No issues, but minor fix:
Rally currrently lasts 2-5 rounds longer than the cooldown to use it. If you don't wait those extra rounds for it to fall off of people, your skill is useless until the cooldown is up again.
Fix: make legendary rally last the same length as the cooldown to use it.
