Title: Town Blacksmiths Rework

I'm sure it's too late for this wipe, but Balifor/Kalaman/Palanthas could use updated weapons at the blacksmith. The weapons from Neraka/Solace trump them hard.

Solace as a start city is OP. Everyone should start there.
