Bounty on heads

You know this won't help what just transpired but could give the neutrals some protection.  This wouldn't apply to the clan tagged people or it could idk.

It's a simple rule.  You can't kill a neutral without putting a bounty on their head.  There could be a board made just for it.  But in order to put a bounty on the head you have to pay cash at that time. like 20k or something idk. 

But when you put a bounty on their head they will get a message X just put a bounty for your head. 

If you attack someone without a bounty u get abyssed

if you get abyssed for attacking someone without a bounty on their head... then how does the first bounty start? i think it should be first person to complete heal quest on the wipe day (wonder who that will be). 2nd bounty (other than the person who kills the first) should beeeee...? hmm

You could put a bounty on anybodys head but they will see it and give them a chance to plead their case :P
