I legended two characters late in the wipe (just to see what they felt like as legend characters) and in both cases I was close to rank 20 before I was really close to 1xp. I basically aimed at ranks rather than exp though, which late in the wipe is possible with mid-level mobs because hardly anyone is harvesting rank points anymore.
