This sort of change can cause unintended consequences.
Looking back, we have had numerous "nerfs" to make small scale PvP harder. Bash nerfs (overbashing etc), hold nerfs, charmie nerfs. The result was that the solo PK attempts stopped occurring. The duo PK attempts stopped occurring. Instead you get 8 vs 1 PK, because it was only way to have a good chance of actually achieving a kill. When you adjust the numbers to make 8 vs 1 damage more survivable, you force all serious PvP attempts to be at that level. This makes PvP occur more rarely, and when it does occur it's going to be with overwhelming numbers such that the losing side has no chance.
