sandman charm drop rate

i ve noticed this wipe a very very low drop rate of charms on sandman, is it bugged or something?

sandman loaded pretty well for me early wipe as did the other zone we spam, but absolutely nothing in the past two weeks.  maybe load rates have changed some time during the wipe?
