did the home page with the shout logs move to another location?

i'm getting 404 when i go here http://arcticmud.org/shouts.php

It seems they either moved the forums up to the root level of the domain, or repointed the domain at the forum as root. 

Either way, the shouts.php file is probably now unaccessible.
